Hamas Proposes Technocratic Rule In Gaza

Hamas announced its willingness to form an independent national technocratic government to administer the Gaza Strip, contingent on an official response from Israel.

Hamas’s statement outlines its agreement to establish a technocratic administration of independent Palestinian experts to manage Gaza’s affairs. The group accepted a mediator-proposed plan on August 18, 2025, which includes a comprehensive deal to release Israeli captives in exchange for Palestinian prisoners, end the war, withdraw Israeli forces, open Gaza’s crossings for aid, and initiate reconstruction. However, Hamas emphasized it is still awaiting Israel’s formal response to move forward.

The proposal aligns with earlier discussions in Cairo between Hamas and Fatah, where both factions agreed on November 4, 2024, to form a technocratic committee for postwar Gaza governance. This committee, composed of 12–15 independent figures, would report to the Palestinian Authority (PA) and focus on humanitarian aid and reconstruction, potentially ending Hamas’s direct rule since 2007.

Gaza has faced severe challenges since the war’s escalation, with more than 63,000 Palestinians killed, millions displaced and the region pushed to the brink of famine. The proposed technocratic government aims to address these issues by prioritizing essential services like healthcare, education, and security.

Israeli Prime Minister Benjamin Netanyahu, under pressure from an ICC arrest warrant issued on November 21, 2024, for alleged war crimes, insists on a comprehensive deal rather than phased agreements, according to Israeli media. The warrant, citing starvation as a warfare tactic, restricts his travel to 124 ICC member states. Meanwhile, U.S. President Donald Trump, on September 3, 2025, called for the immediate release of Israeli soldiers held in Gaza, adding urgency to the talks.
