Gender Gap Among Voters in Pakistan Shrinks Significantly Since 2018

The gender gap in Pakistan’s electoral rolls has narrowed considerably, dropping from 11.8 percent in 2018 to 7.1 percent in 2025, according to data from the Election Commission of Pakistan (ECP) presented by Secretary Omar Hamid Khan. This improvement reflects strong gains in women’s voter registration as compared to males over recent years.

During the Pledge project board meeting, Khan highlighted that female voter registration has risen by 27 percent, outpacing the 17 percent increase among male voters. Targeted registration campaigns and multiple phases of outreach in districts with persistent gaps are credited for the progress.

International partners, including the United Nations Development Programme (UNDP), continue to support efforts to close remaining disparities. Enhanced use of digital tools, awareness drives, and special initiatives in underserved districts are boosting participation and helping more women complete national ID and voter enrolment processes.
