The Karachi Water Corporation (KWC) is once again under scrutiny following allegations of serious irregularities in the issuance of subsoil water licenses. The corporation has suspended Engineer Muhammad Subhan Akhtar and issued a show-cause notice to Chief Security Officer Lieutenant Colonel (Retd.) M. Anjum Tauqeer Malik, signaling the start of a formal departmental inquiry. The scandal, centered on unauthorized permits and violations of security protocols, has raised concerns about governance and accountability within one of Karachi’s most critical public utilities.
According to KWC authorities, Engineer Muhammad Subhan Akhtar is accused of issuing subsoil water permits without proper authorization, allegedly with the complicity of the Chief Security Officer. The engineer’s actions are said to have bypassed established protocols, prompting his immediate suspension. Subhan has been ordered to report to the Human Resources Department pending the outcome of the inquiry.
Simultaneously, Lieutenant Colonel (Retd.) M. Anjum Tauqeer Malik, who serves as Chief Security Officer and Convener of the Subsoil Water Committee, has been issued a show-cause notice. He faces allegations of breaching security protocols, failing to exercise proper oversight, and not reporting the irregularities. Malik has been given three days to submit a written explanation, with the KWC warning of further disciplinary action if he fails to comply.
The KWC’s Chief Operating Officer (COO) has been appointed as the inquiry officer, tasked with completing a comprehensive investigation within 15 days. The inquiry will examine the allegations, provide the accused with an opportunity to defend themselves, record witness statements, and review all relevant evidence. The KWC has emphasized that the process will adhere to its code of conduct and principles of natural justice.
